Tigh practically ordered Tory to seduce Gaius Baltar in the hopes of determining what, if anything, he knew about the Final Five. Tory was initially offended by the idea and only reluctantly initiated a flirtation with Gaius, but he started talking about hearing the music of God, which made her wonder whether he might have something useful to say after all.
Even when they actually went to bed together, surrounded by his shrines and worshippers, she seemed uncertain about her desire for him...but his words to her then seem to have had a profound effect; by telling her to be proud of her depth for feeling and her capacity to experience things deeply, he led her directly to the outrageous new behavior she's exhibited since...and that, for us in the audience, is a very good thing!
